How to Apply for New Tenants
If you own or manage private-market rental housing in the City of Minneapolis and have a current rental license, you are eligible to participate in MPHA’s Section 8 Housing Choice Voucher program.
- Find and screen an HCV tenant: If you desire, you can send your property information to the MPHA staff and they will share the vacancy with their potential clients at OwnerOutreach@mplspha.org Potential tenants with a voucher can be screened using the same criteria you apply to other applicants, except when you look at their income, you want to keep in mind that a portion of their rent will be covered by our program.
- Fill out their Request for Tenancy Approval (RTA) form: The potential tenant has a two-sided form they receive when they start their housing search. This form asks the owner for information about the unit such as the rent total and who pays for which utilities. Once you have filled out the form, send it back to MPHA for our review.
- Receive approval for your RTA: MPHA will review the rent listed on the RTA to make sure it is reasonable for the area and affordable for the family. Once approved, MPHA will send you an email to let you know and to schedule an inspection.
- Complete an MPHA inspection of the unit: MPHA will inspect the unit to make sure it is decent, safe, and sanitary. Here is a checklist of some items to be aware of before the inspection.
- Sign and submit the rental contracts: The day the unit passes inspection is the effective date MPHA payments can begin, but a few final things. MPHA needs a copy of the lease between the property owner and the tenant. MPHA also will sign a contract with the owner called the Housing Assistance Payment (HAP) contract. This contract confirms what MPHA will pay. After MPHA receives the HAP contract, They can process your first payment.
If you have an open listing, Housing Link can list it for you and help them with the rent payment
