Emergency Rental Assitance

​CAP-HC has limited funding to provide a one-time payment efor eligible households for EITHER

  • Emergency rental assistance to help households get caught up on late rent by paying up to two(2) months of past-due rent

  • OR by paying the security deposit and the first month of rent for up to (2) months of the rent total after they are approved to move into a new home.

Please note: emergency rental assistance may only be utilized once in a 24-month period.

Financial Counseling

These free financial counseling resources provide households with the tools they need to become more financially secure. Topics covered include: budgeting, reducing debt, building assets, building good credit, and fraud/identity theft protection. To learn more, click here.

Home Buyer Education & Counseling

This program helps home buyers understand the road to homeownership. The educational workshops cover everything from clients' financial situations, the mortgage application process, to the rights and responsibilities of owning a home. To learn more call 952-933-9639​ or click here.

Tennant Resource Center

TRC supports Hennepin County residents who are at risk of eviction or homelessness through a collaborative partnership between community, non-profits, government, and higher education. The goal of the resource center is to help people maintain stability in their housing situation and avoid the “service run around” that sometimes comes with the need to access multiple community resources to ensure stability in housing. Volunteers Enlisted to Assist People

VEAP offers support applying for financial assistance and find housing stability. they also have limited direct support, visit website for more information. Renter Counseling

Community Action Partnership of Hennepin County's (CAP-HC's) Renter Counseling provides the knowledge and guidance you need to make the right renting decisions for you. HUD*-certified Housing Counselors help you navigate the rental process, inform you of your legal protections, and advocate for you. Counselors also help renters develop household budgets, determine financial assistance eligibility, apply for rental assistance, and identify an affordable place to rent. REQUEST AN APPOINTMENT 

Hennepin County Tax Assistance and Preparation

CAP-HC provides free tax assistance to income-eligible individuals and families at locations throughout Hennepin County. IRS volunteers prepare and e-file federal, state and property taxes. Prepare and Prosper - Tax Preparation and Financial Well-Being Support

Services at Prepare + Prosper are provided by a team of 300+ IRS-certified volunteers who are passionate about taxes and finances. All tax returns are double-checked for accuracy to make sure we’re getting you the maximum refund. We can do Federal and Minnesota returns, including property tax refunds for renters and homeowners.

Family Assets for Independence in Minnesota (FAIM)

FAIM helps income-eligible participants build assets and save money towards the purchase of a home, state of a business, or pursuit of higher education for themselves or a dependent. Affordable Connectivity Program

Comcast Internet Essentials offers high-speed home Internet for a low monthly price. Receive Internet Essentials at no cost with the Affordable Connectivity Program. Apply today if you qualify for programs like the Federal Pell Grant, National School Lunch Program, SNAP, Medicaid, housing assistance, and others.

Signing up is easy. Just apply for Internet Essentials and select “Yes” for automatic enrollment in the Affordable Connectivity Program if approved. Apply online at InternetEssentials.com or call 1-855-846-8376.

PowerON Program

How it Works - The PowerOn program offers low-income households a discount on a portion of their monthly electric and gas bills. We partner with Energy Cents Coalition to bring you this program and provide assistance in two ways:

  • Affordable monthly payments as a percentage of your household income

  • Past-due bill forgiveness

Gas Affordability Program

Need help paying your natural gas bill?
Customers receiving Energy Assistance through LIHEAP may be eligible to receive additional funds through the Gas Affordability Program (GAP), offered by CenterPoint Energy.
How GAP works:

  • GAP helps customers better manage monthly energy costs. Once enrolled in GAP, customers are given a flat monthly amount for their natural gas bill.

  • There is a cap on how much customers have to pay each month. Monthly natural gas payment will not exceed 3 percent of income.

  • GAP can help customers pay past due balances. Customers who have a past due balance, but make monthly GAP payments, will receive funds to help pay off past-due balance and be protected from natural gas service shut-off.

Customers who receive Energy Assistance through LIHEAP are encouraged to apply for GAP today.

Low Income Home Energy Assistance Program (LIHEAP

LIHEAP can help you pay for home heating costs. Households with the lowest incomes and highest energy costs receive the greatest benefit.
Program benefits​

  • Provides direct payment to the energy supplier

  • Shows how to use home heating energy efficiently and safely

  • Advocates with energy suppliers and human service providers on behalf of consumers

  • Offers crisis help for utility disconnections and necessary fuel deliveries

  • Provides emergency heating system repair or replacement

Comcast Emergency Broadband Benefit (EBB)

EBB is a temporary program that provides qualifying low-income consumers with a subsidy to help cover the cost of their Internet service and leased Internet equipment. This temporary benefit can be applied to all tiers of Xfinity Internet service, including Internet Essentials, and is available to both new and existing customers.  For more information, please visit www.xfinity.com/EBB

Energy Assistance Program

​Minnesota’s Energy Assistance Program offers eligible residents help to pay their energy bills. 

  • Serves both renters and homeowners.

  • Provides benefits to pay for home heating ranging from $300 to $1,600.

  • Provides help with energy disconnections, no/low fuel in the tank, and homeowners’ furnace repairs.

  • Benefit amounts are based on the household’s heating costs, household size, and income.

  • Eligibility is based on the household’s past 3 months of income and assets are not counted.
